In June 2000 Ghana ratified the ILO convention on the Worst Forms of Child Labour (Convention 182, 1999). As required by this international instrument, the country initiated immediate and effective measures to secure the prohibition and elimination of worst forms of child labour as a matter of urgency.
In line with its usual practice, the ILO’s International Programme on the Elimination of Child labour (IPEC) provided technical support to the government of Ghana to implement a national Time-Bound Programme (TBP) for the elimination of Worst Forms of Child Labour (WFCL) in the country. This TBP support project placed emphasis on three areas: the effective application of laws against child labour, the development of regulated apprenticeship and skills training opportunities as an alternative to child labour for children and their families and social mobilisation through awareness raising, community participation and networking.
The SOMOPAC Network organizes various social mobilisation agencies into a united front to fight against child labour in Ghana. Rather than being hierarchical, the partnership is more of a coordination of social mobilisation programmes carried out by autonomous agencies. Its core business of promoting information sharing and functional linkages among partners is driven by the commitment of the coordinating agency.
